Exchanging best practice experiences about the states’ public administration modernisation

On 15 and 16 May 2013, the Director General of the Estonian Information System's Authority (RIA), Jaan Priisalu, and the Head of the State Portal (eesti.ee) Mihkel Tikk, met the President of the Portuguese Agency for the Modernisation of the Public Administration (AMA), Paulo Neves, and its representatives. The purpose of the meeting was to exchange best practices on the two states’ modernisation of their public administration.

The focus of Portugal's approach to electronic public services is on the provision of services, and using electronic channels is the only way in which these functions can be performed. RIA representatives expressed their interest in the Portuguese multichannel eGovernment strategy. Electronic identity cards have been issued by Portugal since 2007. Electronic identity has spread throughout Europe, and both countries share common interest in the cross-border use of digital signatures. These are issues that RIA and AMA will work on together and discuss in the framework of the European Commission's e-SENS (Electronic Simple European Networked Services) project.

The representatives of AMA were particularly interested in RIA’s Document Exchange Centre (Dokumendivahetuskeskus - DVK, in Estonian); an information system that provides a common central document exchange service for various document management systems as well as other information systems that handle documents. In addition, both RIA and AMA representatives agreed to deepen collaboration and made a formal proposal to sign a memorandum of cooperation. Jaan Priisalu invited AMA representatives to observe the electronic voting in the autumn local municipality elections.
